Encroachment Project Negotiator - 24 Month Contract - Calgary/Hybrid

Hays Specialist Recruitment has partnered with a leading Oil & Gas company based in Calgary. We are currently hiring an Encroachment Project Negotiator in Calgary to join their team on a 24 month contract. This candidate will serve as the main point of contact for the Encroachments Project by engaging with landowners and other third-party stakeholders to document encroachments on the pipeline right-of-way (ROW) and coordinate mitigation where necessary.


Your new role

• Serve as the main point of contact to facilitate encroachment discussions between the project team and landowners and/or other third-party stakeholders responsible for encroachments on the pipeline right-of-way (ROW).
• Conduct in-person visits to encroachment sites to negotiate mitigation options with landowners and/or other third-party stakeholders, understand their concerns and constraints, and collaborate with the project team and landowners and/or third-party stakeholders to drive towards an optimal resolution.
• Contribute to the overall project planning and execution strategy, including site mobilization planning, stakeholder engagement and communication strategies.
• Participate in project meetings to report on progress and recommend engagement and mitigation strategies.
• Deliver encroachment consents to landowners and/or other third-party stakeholders, verify progress and completion of mitigation measures, and support close-out of encroachment files.
• Collaborate with the company's Regional Land Representatives to coordinate landowner/stakeholder notifications and discuss obligations derived from the project.
• Coordinate with service providers to support stakeholder engagement, develop scopes of work, manage work plans, and identify opportunities to bundle and combine efforts.
• Monitor the work quality of service providers to ensure project expectations are met, aligned with the company's core values and compliant with all relevant regulatory requirements.
• Participate in project meetings to collaborate with other subject-matter experts (e.g., Pipeline Technical, Legal, Land, Regulatory) and provide advisory support.
• Assist with the project's periodic reporting efforts to management.
• Support forecasting of work progress and identify where additional resources may be needed.

What you'll need to succeed

• Post-secondary education in a relevant field such as real estate, land management, or a related discipline.
• Experience in pipeline right-of-way acquisition and negotiation, with knowledge of facility installations including utilities, roads, pipelines, and power lines.
• Strong understanding of local land use regulations and the Canadian Energy Regulator (CER) Act and regulations regarding pipelines and Damage Prevention.
• Working knowledge of technical requirements as they relate to crossings and encroachments.
• Solid computer skills and proficiency in SharePoint and the Microsoft Office suite of applications (i.e. Word, Excel, Outlook, Teams, etc.), along with the ability to learn customized software
• Valid driver's license and willingness to travel to project sites.
• Excellent communication and interpersonal skills to effectively negotiate with landowners and stakeholders.
• Strong problem-solving and creative thinking skills to develop mutually agreeable solutions.
• Attention to detail and the ability to maintain comprehensive records and documentation.
• Project management skills to coordinate multiple tasks and stakeholders.
• Knowledge of surveying, mapping, and geographic information systems (GIS) is often preferred.
