The Sourcing Manager for Real Estate & Facilities is responsible to lead end-to-end sourcing and procurement activities across facilities management, real estate, renovations, new builds, and capital projects within a public sector environment, ensuring full compliance with BPS and broader public procurement directives. Develop and execute category strategies that balance cost efficiency, risk mitigation, transparency, and long-term supplier value while meeting public accountability standards. Manage competitive bid processes, including RFPs, RFQs, and tenders, and negotiate complex construction and professional services agreements, with hands-on application of CCDC contract frameworks. Collaborate closely with Real Estate, Facilities, Project Management, Finance, Legal, and Operations to support capital planning and project delivery, while building strong relationships with contractors, consultants, and trade partners to ensure quality execution, schedule adherence, and continuity across multiple concurrent projects.

A minimum of 7+ years of progressive procurement experience, including full ownership of the end-to-end procurement lifecycle within the public sector, with demonstrated application of BPS directives and public procurement policies. Proven expertise in sourcing across Real Estate and Facilities categories, including renovations, new builds, capital construction projects, and ongoing facilities services. Strong hands-on experience negotiating and administering CCDC contracts, along with a deep understanding of construction procurement models, contractor and consultant sourcing, and capital project lifecycles. The ideal candidate brings strong commercial acumen, analytical capability, and negotiation skills, combined with the ability to build trusted relationships in a highly regulated environment, manage competing priorities, and deliver results in a complex, deadline-driven public sector setting.
